     Korean, not Kazakh
Khe is a dish cooked by Kazakhstani Koreans. It is not Kazakh

     Khe-Korean salad
I am from Kazakstan and as far as I know that's how Korean people there make Khe: julienne lean meat (beef or pork)marinade in vinegar for an hour or two and then add shredded raw carrots and julienned onions. Do not get rid of vinegar marinade. Then heat a little bit of sunflower oil until it's very hot and pour on the mixture. Add salt, pepper (red) and a little bit of minsed garlic. Mix well. Cover and chill for a couple of hours to get the most of flavor.
